You may be using an incorrect link. The page to go to to download the file is http://www.christianhospitality.org/resources/sinaitic-inscriptions.pdf — You should right-click the link for the pdf version on that page and ”Save As …”. Depending on the downloader you are using you might have to add a “.pdf” extension to download it in the correct format.
